HK Molds: Are they available yet?

I have a blueprint I am dieing to use that requires HK molds. Unfortunately, I can't find any because they do not drop. Please, correct me if this has changed.

I was hoping that they would have addressed this in the new VU, but I did not see anything about it. Drop rates on Jellyworm hides and Basic Targeting chips could also be improved.
