Just happened across them again. They have so few hp, even with a tt gun they are down faster than they can become unreachable if you target one behind a structure. At least to me this has never occurred to be a problem.

This game is my mental Galt's Gulch.

I have my doubts about that. First is a dislike for having no choice, then it adds nothing to the game except making it more expensive. I don't think the playerbase will honour this with increased activity.
Under the premise The Hub was designed, this is actually a bug. Or rather an oversight, since all these things were introduced later and every time this happens requires reaction.
The mission exists since long before puny and weak maturities were introduced. Changing it to make them count is a double-edged sword, as it devalues the efforts of those who did the mission before under harder conditions. Mang Chang are also a stage in an epic mission chain which was conceived...
Maybe so: They tried to make us understand that supply of these items is tied into the loot system. But making it "lootable" from a vendor is utterly counterintuitive to this game. Solution: Scrap the vendors and put the items into the loot pool for creatures and/or areas which are accessible...
I think the main problem is that somehow an illusion was created that once you've done the mission you would be entitled to your item. I thought that, too. It takes a conscious effort to ween yourself off of it again. I believe this is the point to aim at to improve things on the side they can...
