A.R.C. soldier in A.R.C. staging???

Today I found 2 ARC Guards inside ARC Staging ... they were healthy and I killed them ... they didn't shoot me and I took their loot.

Is it a bug or some kind of new mob on the cyrene surface? I have not seen anywhere else, and the ARC Guards that there are cannot be killed ...

In the photo you can not see the health or how he killed them ...

Really strange, haven't encountered that myself on test, but I'll see what's happening, maybe an issue with the Mini Patch MA wasn't aware of.
