Many people prefer not to engage in pvp. Also even the ones who do like pvp should have an alternative to complete a mission because it's just too boring hiring players (or taking turns) to shoot them over and over.
What if there was an alternative option. Where the cost is either the same or maybe even higher but only requires killing mobs. The average cost of doing a pvp mission could be worked out and that cost could be incorporated into the alternative. Could be simple as paying an npc x amount of peds then doing the alternative mission. Could also be more elaborate...
If this alternative existed I am pretty sure more people would be willing to do missions that required pvp. Plus the ones who would have done it anyway would select the non-pvp option. I know I would.
