That's a negative, this update was not a PP VU and there should be no changes to Planet Cyrene at this time.

i guess adding the halloween event, they pushed a few tweaks

100% we can not say when the next PP VU will be.

As far as the Refurbished H.E.A.R.T. Rank VII+, I'm not really sure what sort of info you're looking for?
