If you have a set of Stolen Imperium Armor, which can no longer be acquired, you can skip the first two steps and directly upgrade it to Adjusted Imperium Armor at the hub vendor #1 for the following items:

1x Full Set of B.E. Pilot Armor
7x Cyrenium Ingot
7x Flesh
7x Cyrene Collectible: A.R.C. Soldier
7x Medium Power Cell

Just because it doesn't apply to you doesn't mean you should ignore it...

Honestly, I have omitted it, because I had PMs in game, where I had to explain, that Stolen Imperium Armor is not part of the normal upgrade process, but a replacement for the first two steps. I will edit edit the original post and add it, though.

NPC have stopped talking to you and loot has stopped dropping

So it's either a bug, MA trying to work out how to balance things better, or it's the old bait & switch.

You need to abandon any other missions related to the armor if you have any from talking to the other npc's and they'll talk to you.

Nearly all "interesting loot" has stopped dropping altogether. This is much more than an issue with an NPC who may or may not want to talk to you.
