It seems the vendor periodically restocks items 1 at a time, so it is possible for anyone to get the whole set if they wait long enough, I think it's a perfect method.

So i should add the soc "Turrelion Army" to my "Let them meet mr felis" - list ? If they are doing this its really fucked up.

I guess to start, I don't know who that user is, but I don't think that it's part of any Cyrene developer/staff.
Also, I believe the issue lies within your phrasing. If there are Broken (I.E. Errors in the mission that allow it not to be finished / do not work correctly) NPCs and Missions then it is absolutely up to us to fix it.
However, in this case, the missions are inactive, and not broken (at least I hope not) and we've been working with MindArk to get them turned on.

Well, when the number of mobs required for a mission is changed, but not changed in the description (and even still mentions the wrong mob even! - so a layering of mistake history actually marks the landscape over months for those that notice), you have to wonder what communication accurately follows the right path from Cyrene to MA, let alone what happens when it reaches its destination.
Not flicking the switch of mission activation is now in generation x of being a known problem too. Grrrrr.....
