Where is this guy? I've looked everywhere and can't find him. This is for quest Electronic Component Enhancements, 5 Kaisenite Ingots to donate.

I triple checked the island and only found 1 Requisition Officer (close to group of ARC Mission Terminals) but not Officer Smith.

it's a bit to the southwest of the teleporter, that is the one that requires 5 kaisenite ingots, not sure of the name though

It's the same place where you do your daily / level faction missions for the badges?

There are two people right close to the teleporter, one is for the daily turn in and the other gives a daily drill bot mission.

I abandoned the quest and was able to get it and complete it now. Maybe that was old quest pre VU. Thanks for assistance

Good job jsc, glad it worked for you. yes it does get frustrating when quests bug out on you but most of them there is a work around.
