where do you even get the sea wraith texture blueprint? there seems to be very little info i can find

Either you get it from crafting other textures on cyrene or you buy it from someone.

However, you should know that the texture requires fine hides and they don't drop at all at cyrene.

Yep fine hide is not in planet's loot pool.
If you are still looking for the BP i might have one in storage.

sorry, still bit of noob, so do you need to craft texture on cyrene, or craft a cyrene texture? why do they not have a texture in the TT to even get started here?

There should be a blue crystal texture in technician if I am not wrong?
Blue crystal + diluted mineral extractor.
