It makes absolutely no sense to me, especially since my support cases go to Arkadia as I signed up there, and the fact that the ticket could be about anything in the universe, why charge simply for forwarding it to the PP, that takes no effort or cost.
And if the issue is an MA related issue, then they would not even know which PP to charge. I simply do not believe it to be work that way. Some clarification would be nice and if it does not cost anything which I suspect then it will be beneficial to Cyrene to make as many tickets as possible with info and our holding out is only hurting them in that case.
But I don't really know, I just have never heard this anywhere except from the players on this planet.
