Based on its Entropedia stats, I'm tempted of this gun.

Can you please say if it's (still) achievable? How to get it? Does it have any restrictions (like usable only in the hub)? Or generally anything about it...

It's a Hub-only weapon. And so is everything that starts with 'Turrelion Spec'.

IIRC it was a tt weapon but cannot check right now (not on Cyrene).
