since it has not been found or atleast reported to be found by now it is either not ingame as of yet or it is in some strange place where it is overlooked by it proximity to other things on the radar.

so i at least have decided to take my time and just play until i or someone else finds in in their normal game play.

It's bugged. From the start it gave Spear, Dragonfly and P.I.G. missions.
